ICRPS: International Comparative Rural Policy Studies. An Innovative Europe-Canada-US-Latin America Post-Graduate and Professional Development Studies Program
Track record: Six year collaboration between Universities and Research Institutes in Spain, Scotland, Hungary, Belgium, Norway, Canada, the USA, and Mexico; the successful delivery of five summer schools with over 110 graduating students from Scotland, England, Spain, Greece, Hungary, Norway, China, Mongolia, Poland, Iceland, Ireland, Belgium, Turkey, India, Mexico, Brazil, Columbia, El Salvador, USA, and Canada; development of three on-line policy courses; the formation of a cadre of faculty with international rural policy experience; international research and policy opportunities; the involvement of past students as faculty.
Professor John Bryden of NILF was one of the founders of ICRPS, and Dr Karen Refsgaard, Senior Researcher at NILF, Oslo, is also involved in it. John says: "The students say this is a wonderful and unique programme, and those of us who are involved on the design and teaching side think the same! It provides both students and staff with unique opportunities to critically explore rural policy and practice in other countries, and with a truly multicultural group of wonderful students, including PhDs and professionals. Many of the students have gone on to develop comparative research projects, and some are now teaching on the programme. Staff find the joint teaching and seminar experience very unusual, and hugely rewarding, so much so that there is some competition to teach on the summer schools! The 'field trips' which also include meetings with national and local policy-makers and advisors, are also extremely high standard." Short Description
The rich multicultural learning experience of over 120 graduate students, the engagement of 20 faculty from ten universities/ research institutes, and the involvement of over 20 governmental and non-governmental agencies testifies to the success of this much needed education and research program. ICRPS has contributed directly to the "internationalisation" of programs at all of the core participating universities, has educated a multinational group of post-graduate students and mid-career professionals in a rapidly changing policy field, as well as enriching the professional development opportunities of many rural agencies. To date, summer schools have been held in Canada (2), Belgium (1), Spain (1), USA (1). In 2009, the 2-week summer school is based at the UHI Centre for Remote and Rural Studies (formerly called the UHI PolicyWeb), University of the Highlands and Islands in Scotland, and it starts on June 21st. In 2010 the summer school will most probably be held in Mexico.
The scope of ICRPS can include transnational research/ placement opportunities for students and professionals, a variety of enrolment options to enable increased inclusion of mid-career professionals and an enlarged geographical base. For example, many students complete two summer schools in different countries. Program options have also been tailored to attract top level graduate students, policy orientated mid-career professionals and a teaching faculty with the best research and knowledge exchange records in rural policy and related matters in the Western academic domain, as well as many excellent visiting faculty with academic and policy-making experience.
